That depends.

If it is as you say and this is related to tcpWrappers then why is it
unconditionally included in the agent regardless of the inclusion of the
tcpWrappers code?

If it is an independent logging then I think it is odd that we only log
the first read from each host.

As for history the predecessor of this code is in r2 (in snmpd.c) so I
suppose the commit logs that hopefully explained the ideas behind it are
lost.

I still think it is an awful amount of code for a very limited purpose.
