That's the purpose of the HUP signal - to request the agent to
reload the configuration.

As I said, I believe this problem has been fixed in a later
release.   I can't recall exactly when this problem was fixed
or what the patch was.

All I can suggest is that you try experimenting with these later
releases (on a test system), and try to identify first when this
problem disappears, and then the code responsible.    You
should then be able to back-port this patch to your code base.

But I'm afraid we don't have the time/resources to chase old
fixes for obsolete releases.
