When I issued: snmptrapd -c /etc/snmptrapd.conf -d -f -Lo

Nothing happened, what's more strange is the second time I issue this command, 
the snmptrapd may crash....

What happens if you try

   traphandle .1.3.6.1.6.3.1.1.5.3  /bin/bash /tmp/tt

?

> 2009-11-18 12:40:26 NET-SNMP version 5.1 Started.

Note that the 5.1.x line is *VERY* old and is no longer supported.
(and 5.1 is a very early release on that line)
