FYI, I think this is a bad idea...  Though it wouldn't hurt (if I'm
predicting what you want to do correctly), it'd actually be a fair
amount of work for a short-term gain.  It's expected that eventually the
DTLS stack within OpenSSL will get better and the IP version-specific
hacks in that file will go away.
