My *guess* (based on nothing at all) is that it might be the net-snmp code. That's why I suggested that you try tweaking the retry/timeout values and see if this makes any difference. These values won't affect any lower-level protocol stack behaviour. So if changing them makes a difference, then it definitely points the finger at the Net-SNMP code.
