Did you run configure with --enable-ipv6 command line option?  If not,
it won't be on by default.

Also, assuming a fairly recent Net-SNMP, can you try:

  # cd testing
  # ./RUNFULLTESTS -g transports

Where you should get output like:
  ...
  UDP6 Transport ...... ok   
  TCP6 Transport ...... ok   
  ...

If so, then the code is working because it's testing end-to-end support
of IPv6.
