No - I don't think that's a valid assumption.

As I read it, this description is saying that if the event has been set
up by a "monitor" type owner, then this is a hint to management
stations that there will probably be some more information recorded
in the log table.   Hence it would be a good idea to query this table.

If the event has been set up by some other owner, then there may
or may not be more information in the log table, and it's up to the
management station as to whether it checks or not.

As far as I understand things, the event-related aspects of the RMON
MIB (which are specific to the monitoring functions defined within that MIB),
have essentially been superceded by the DisMan Event MIB (which provides
a more general version of the same basic functionality)
