TFTP have nothing to do with SNMP, that is an entierly different protocol, so
I have no idea what SNMP TFTP is.

One quick google search later it seems to be a way to interact with Cisco
routers so the CISCO-CONFIG-COPY-MIB is only a way to down/upload files
to the router.

The contents of the files you sends to/recieves from the router is probably
Cisco specific and so I would look in a Cisco manual and, if that doesn't
enlighten enough, ask on a Cisco support forum.

This is most certainly not the right place to get your questions answered.
