The procedure for releasing updated binaries is documented in win32/dist/README.build.win32.txt. However, some of the build infrastructure needs (small) changes before it will work again. If someone could help with porting the NSIS installer script to 64 bit (win32/dist/installer/net-snmp.nsi) then I can fix up the rest of the build infrastructure.
