Josef, Two points..
First, are you also submitting these patches to the patch database? The mailing list if fine for discussion, but when we do patch review we go through the database, not the mailing list. Second, 'request for votes' is something specific to the Net-SNMP release process. The request must come from our core developer team, and only votes from the core developer team count. It is not a general way to try to get patches accepted. I do admit that, given those constraints, it is a bit odd that we have the vote on the coders list. I guess that's for transparency..
