Actually, I don't believe that's true (but it is common).

Specifically, anyone should be able to propose a patch.  And with enough
votes it'll get accepted into the currently "being produced" release.
Note that the above page, intentionally, doesn't distinguish between
those with and without direct core write access.  More opinions from
people that are "able to demonstrate understanding of the issue and
code." the better.
