I'm not surprised.
In fact, I don't think that we ought to support it either.

The only place where this is mentioned in the SMI documentation
is in the discussion of "de-OSIfying MIBs".   So I suspect it's
not actually a valid SNMP syntax type.

Why not have a look at the (SMIv2) BITS type.
This *is* valid in SNMP, and should be supported by other toolkits
as well.
