If I run snmptrapd with either the "-d" flag or "-f -d", then there is output in the syslog from the debug:

So it is receiving the snmptrap packets. But I don't see any indication that it is logging the traps, and I would really like to find out why.

You might run snmptrapd with the -d flag to make sure *it* receives the traffic.
