You need to specify *all* the SNMPv3 settings in the "trapsess" line - i.e. the username, security level and (for anything other than noAuthNoPriv) the authentication/privacy passwords. It's nothing to do with snmptrapd - the problem is that the agent doesn't have enough information to actually send the trap in the first place. Unlike the command-line tools (such as "snmptrap") it doesn't use the settings from snmp.conf files.
