That's because the "net-snmp-config" mechanism is designed to create
users while the agent is *NOT* running.   It edits the snmpd.conf files,
ready for the agent to read when it next starts up.
   If you do this while the agent is still running, then the changes
made will be lost.

If you want to use "net-snmp-config" to create users, then you *MUST*
shut the agent down first.
