This is my MIB text file:
SOF-IPSTB-MIB DEFINITIONS ::= BEGIN

ipstbMIB MODULE-IDENTITY
    ::= { enterprises 9999 }

ipstbSys   OBJECT IDENTIFIER ::= { ipstbMIB 1 }

sysDescr OBJECT-TYPE
    ::= { ipstbSys 1 }

END

But this doesn't contain the name "ipstb" at all?
So of course

      snmpget -c gxk -v 2c 192.168.2.24 ipstb

won't work. It shouldn't even be able to send the request.
snmpget won't be able to turn "ipstb" into an OID.

You'd need to try with

     snmpget ... SOF-IPSTB-MIB::sysDescr.0
or
     snmpget ... .1.3.6.1.4.1.9999.1.1.0
