Hmmm....
I'm not sure why you're getting this error.
We'll have to try and reproduce it.

But the original problem can be easily fixed
by editing (or creating) a suitable snmpd.conf
file manually.

Just create an ASCII text file containing

rocommunity public

and that will allow you to query the agent.
