What do you mean by "initrd level" ?

This sounds like it may related to your busybox configuration, rather
than specific to the Net-SNMP code.  I suggest you ask the busybox
people for advice, since they'll probably understand how all this fits
together rather better than we do.

I could be wrong, and they might well send you back to us.  But I
suspect it's worth asking there first.
