Do you happen to know where iwconfig obtains this information?
I've looked briefly, and there seems to be some mention of /proc/net/wireless
What does this look like on your system?  How do the contents relate
to the output of iwconfig?

I'm pretty sure that the Net-SNMP code doesn't refer to this file.  As
far as I can tell (and Robert is the expert on the new IF-MIB code),
the interface speed is determined using an ioctl call (at least for
Ethernet-based interfaces).  What does the SNMP agent report for your
system, and how does this compare with the iwconfig figures?
