I have run (in the net-snmp-5.3.1 source directory):
make distclean
then:
./configure (...without any options)
I just selected the default on all of the questions (sysLocation, etc.) and
the configuration summary shows support for internal MD5, but nothing after
the "Encryption support:" entry.
Also, I do notice that all of the "checking for xxx usability" and "checking
for xxx presence" lines regarding security or openssl *all* say "no" as the
script output is running by.
Please let me know of any other info you may need.

That doesn't feel right.
"--with-openssl" takes the root directory of the OpenSSL tree,
not a library file.
But if you've got the crypto library installed in /usr/lib,
then I'd expect configure to pick this up automatically.
What happens if you run configure *without* "--with-openssl" at all?
(It would be sensible to run "make distclean" first, just to get rid
of any settings left over from previous attempts).
