Try specifying the user explicitly as part of the "monitor" line:
monitor config -r 10 -u myuser -e scisysNotification
-o scisysString "Generate scisysNotification"
scisysInteger == 2
This is a bug that has been fixed in the CVS code since the
5.3.1 release. It'll be fixed with the next 5.3.x release.
