No difference I'm afraid. Same error about an unknown monitor ID.
It looks like it is not expecting any other characters (! or !=)
directly before the oid. If I add a space (!= 1.3.6.1.4.1.9999.1.1) then
it just ignores the != and treats it as an exist type trap.

a)  Try specifying the OID in the form   MODULE-NAME::object
b)  Try specifying a numberic OID
