Ok. The --enable-static builds the static library (ex. libnetsnmp.a);
But make install did not build snmpd with the static library; it is still
linking to the shared library.
Did I miss something?

You can create static net-snmp library..
Download net-snmp source and execute configure script with --enable-static
option also see the help to set package options...
