Actually, it *is* running (at least the first time).
But it's running as a daemon - so it detaches itself from the
terminal, and runs in the background.
If you are logging to standard error, then you probably
want to run snmptrapd as a normal process.
Try
/usr/sbin/snmptrapd -Le -f -d 192.168.15.71:4097
