Hmmm....
The one module that's missing from that list is 'ucd-snmp/vmstat',
which is the bit that actually implements the CPU statistics.
Try adding this to both configure invocations, and try again.
Not that this should be needed, since it ought to be part of the default
build (as are most of the bits you list above).
What does the file /proc/cpuinfo look like?
(That's where the CPU hardware module gets the info from).
There are some differences between the 5.3.x and 5.4.x versions
of hardware/cpu/cpu_linux.c, but it's difficult to tell whether these
are likely to be relevant.
