Let's take a step back.
You originally said that you wanted to send traps from an SNMP agent.
Are you using the Net-SNMP agent, or something else?

What circumstances should trigger the traps?

These are the API calls used by the Net-SNMP agent to generate a trap.
They are part of the agent code, rather than in the main Net-SNMP library.

The Net-SNMP agent does have the capabillity of generating traps.
But it would be useful if you could expand a bit regarding exactly
what you're trying to do, and the environment you are working in.
