See snmplib/snmp_api.c:_init_snmp()
Remove the block of code starting "#ifdef SVR4" to suppress random
request and message IDs.
If you want to set a specific request ID, you can do this in the
PDU structure directly. The library-supplied ID is set as part of
creating the PDU, so if you change this field, that new value is
what would be used.
