I'm not sure any of us can answer that.
We would certainly claim that our SNMP toolkit is good,
and suitable for developing both client applications and
SNMP agents/MIB modules.

But I'm not aware that any of us have done any significant
work with the WinSNMP toolkit, so we're not really competent
to comment on that one, or compare the two.
  I'm sure it is also a perfectly sensible choice for SNMP
development.

All I can suggest is that you set yourself a simple development
task, and implement this using both the Net-SNMP and WinSNMP
toolkits.   That should give you a feel for which one you are
happier with.

  The other thing to bear in mind is that WinSNMP is supported
(commercially) by MG-SOFT, so you should be rely on getting
proper support from them (though you'd have to pay for this!).
   Net-SNMP is an open-source community-based project,
so any support is  provided on an volunteer basis.
We mostly try to help where we can, but if nobody knows the
answer to your questions, we typically wouldn't be able to assist.

  You may have to decide whether cost or reliable support are
more important to you.   But try them both for yourself, and see
what you think.
