Just that without any ...embedded-perl switch? These are separate features. Embedded Perl is enabled by default in 5.4 and depends on the "Perl modules". configure currently seems to rank this dependency higher than your explicit --with-perl-modules=no switch. I'm not sure this is a good idea, though.
