I can *guess*.
Please remember that the SMUX code is effectively unsupported,
since this protocol has basically been superceded by AgentX.
(And there's no-one in the Net-SNMP team that really understands
the SMUX code any more!)

This looks as if the SMUX subagent is trying to register
    .1.3.6.1.4.1.3317.1.3.1

This looks as if the SNMP master agent has "smux" configuration
entries for
    .1.3.6.1.4.1.674.10892.1
and
    .1.3.6.1.4.1.3317.1.3

There isn't a configuration entry that matches the OID being
registered, so the registration fails.
    (enterprises.3317.1.3  !=  enterprises.3317.1.3.1)

Try tweaking the snmpd.conf file to specify

    .1.3.6.1.4.1.3317.1.3.1

instead.

(But that's a complete guess - see above!)
