Which version of Net-SNMP are you using?

Try starting the agent using

     snmpd -f -Le -Dexec    [5.2.x, 5.3.x]
or
     snmpd -f -Le -Drun     [5.4.x]

then run the snmpset command again.

What does the agent report?
