It should be, yes.
Although I would be tempted to start with simply

      rocommunity  public

and worry about restricting access later.
I'd also suggest working with a basic snmpd.conf file containing
*just* this line and the pass_persist directive, in case there's
something else in your config file that might be affecting things.

What is the *exact* command that you are running?
We cannot read your mind, and I have no patience to try!
