This is basically a known issue with the linkUp/linkDown strategy. During initialization of the master agent and/or tyhe OS, links, or their representation, may be reconfigured several times. The NMS is expected to provide debouncing. As for the question you're thinking but not asking, the answer is no - it is not possible to program the agent such that traps are sent only when service is interrupted due to link failure - too much out of band information is needed to draw such conclusions.
