There is no workaround. I don't want the false alarms on link traps when the
snmpd is restarted. And I want to be able to get link up/down notifications
whenever I used "ifup" or "ifdown" to bring up and down the interface.

I am only interested in the following case: I have two interfaces, one is main
interface where snmpd is running on the interface. There is another interface
for the other traffics. In the case of the second interface is down, I hope to
see the link up/down traps.
