My suggestion was predicated on my own experience where Net-SNMP can pull its configuration from more than one place: turning on the internal debugging verifies that you are reading the config file you expect to be reading. If you're accessing the correct config and the MIBS from where you expect them to be, but some aren't getting loaded/parsed, then I'm out of my depth.
