Yes, I agree but it is weird in the case of hostapd because, at least for me, I don't expect the interface to have an IP. Perhaps I missed the step in the guide where it said to up the interface. It was a bit frustrating for me spending some hours diddling with the config and almost buying another usb dongle - the only thing that stopped me doing that was the fact all the readily available ones were the same realtek chipsets as I already had.
