m4 has recently (as in really quite recently) been updated to a
new version, but it appears as if the infrastructure needed for
it to build as a tool on other systems than NetBSD hasn't been
put in place (or not fully yet).
You can file a PR about it, or just wait a bit longer (maybe a
day or two) and it will get fixed.
If you want a more stable environment for testing, I'd suggest
using the netbsd-11 branch, the stable branches rarely fail to
build (though occasionally), with HEAD, sometimes a suitable fix
takes a while.

Hi again Robert.
Thanks so much. No problem at all, it was only an exercise of compiling
from Linux just to see if it worked and as a learning procedure. I have
to expend several days under Debian in that particular computer to test
if and old Xorg freezing problem gets fixed after some blind kernel
parameter tweaks. I was bored and missed my NetBSD system and started to
play with cvs and compiling code.
