Testing from Cuba, on RC1 and latest build (NetBeans-dev-incubator-netbeans-linux-456-on-20180606-basic) I configure my proxy and the connection test says all is OK, but in plugins / check for updates, it does not connect to the UC, nor the new plugins center URL. However, this is the same thing that's been happening to me with 8.2 for a very long time now. Furthermore, I can easily download the updates.xml.gz file directly in a webbrowser (this also worked on 8.2, from Netbeans servers, during the time that updates did not work).
