It's a commodity. The standard behaviour of a commodity when clicking
the close gadget is to close the window and hide the commodity. The
requester is a way of allowing you to use the close gadget to quit
without breaking the rules for commodities.

I wish Genesis did the same, then I could iconify it by pressing ESC
twice. As it is the Cancel button on the requester does nothing and
there's no way to iconify it from the keyboard.
