There are only two requirements for a time server. That it is close to
you in network terms and that it is accurate. any machine that has the
time and daytime services enabled can be used as a timer server, but
it's not a lot of use if it's clock is wrong.

Many ISPs alias the timer server address to a mail or news server,
since they need to have reasonably accurate clocks, but it's not
unknown for them to be a few minutes out.
