The To: field will be empty, the program doesn't know who you want to forward
it to? On window that pops up when you forward a message there's a button
beside where you can type the address that will display your address book for
you to select who to send it to.
On the right hand side of this window and you'll find the button you need to
select for forwarding attachments as well.
