Exactly!
The whole point of 'come.to' and 'surf.to' URL's is that they redirect to
the 'proper' web site, depending on the location of that site. A bad example
would be a porn site.
To stop the site being closed down I guess they could keep the 'real' site
moving from ISP to ISP or server to server and keep the
http://come.to/pornsite/ with the redirection within the HTML code itself.
