That's a completely different situation. what's happening here is that
the modem is blacklisting the number. It's to do with laws against using
automated software to continuously redial numbers, after a set number of
successive calls to a single number, the modem blocks further calls for
a period of time. It's an inevitable effect of using certain modems with
ISPs having insufficient dialup capacity.

Interestingly, the same restrictions don't seem to apply to ISDN, I was
checking out an ISP recently that required over forty attempts to
connect, yet there was no blacklisting problem. Not that there was much
advantage to ISDN in this case, even after connecting I was getting
slower speed than I normally get with a modem :(
