Incorrect.

<TD WIDTH=1% BGCOLOR="blue">&nbsp;</TD>

This will do what he wants. Table cells don't show up unless there is
something in them.

Again, incorrect. Voyager's behaviour is consistent with Netscape 
(actually, it's ahead of Netscape, which doesn't support COLOR="blah")
but IE's behaviour may be different. It seems that AWeb's behaviour is
nonstandard. COLOR at least is a nonstandard addition to HR (MSIE
addition), I'm not sure about SIZE.
