I was just going to bed, when Mac McGuire wrote this and I just HAD to read it:

They should only be on during data transmission (and even then they
will flicker, not stay on permanently).
Did you flash it to v90? When I did this it messed up a couple of the
LEDs, and if you have done so as well then this could explain why it
doesn't work. I suppose you could flash it again, but don't take my
word for it.
