There was an internet evening, last night on tv here in the Uk, it was
explained that webcams update at around the speed you mention, but some
update less often to encourage you to pay a membership fee giving access to
a normal speed feed.
Some cameras seem to update quicker.
Interestingly, the high traffic, 2-3000 hits a minute were mentioned, and
high use of bandwidth mean some porn webcam owners have isp bills of $2000
a month. Membership fees barely cover this and they do it for fun.
A later, different program mentioned income of $30000 to $130000 a month for
sites of wired homes showing nudity etc.
No mention of what Beavis and Butthead make of it all.
