The first part of download always comes quickly, starting at 9K +
here, this is because the headers are easily compressed, it will then
drop off and on a good modem connection you should get a steady 4.5K
plus, a steady 5.6K is not uncommon here.

Try setting it to 38400., although mine is 57600 with a not

Can't remember where I read it but ideal MTU for (I think V90
connections, but possibly just modems), is 576. I changed
mine from 1500 to this and downloads are definitely better, much less
stop start.

As above, downloads will start off very fast, but I would expect a
minimum of 3.5K on your setup when it steadies out. What are your
connections like generally? Do you get a lot of dropped lines? Could
it be a line quality problem? Try unplugging other phones or devices
if they're on the same line.
