With a 060 38400 should not be a problem. Unless there is something
wrong with your serialport or the modem.
I had no problems earlier when I used a 040/25mhz with 57600 on the 
standard serialport.

You said that AmiTCP4-demo worked earlier. Try it again and if it
works, Genesis should work using the same settings, since Genesis 
is built on AmiTCP (only a newer version)

Also you said that it didnt work with the PPP in OS3.5 either...
is this the Miami demo you mean ? 
In that case its worrying. I always could get Miami to work when
Genesis wouldnt. (I never got it to work with my ISDN-Master card)
You could try using some other serial-drivers if serial.device
doesnt work well for you. There are several on aminet, 8N1.device
the most updated I think, but also there is artser.device and 
BaudBandit.device
