I've sorted the problem out. I e-mailed UKonline, and they suggested a
number of measures. One of which was to try a different dial-up number
(0845 3331125, wheras I've been using 0845 3331121).
I'm getting much faster speeds on this number. UKonline say it's
because the two numbers have a different set of modems, and my modem
can communicate with one set better than the other.
