The portal hasn't worked for a while and some of the sites that were on it were
out of date anyway.

When you click on the webcam and it brings up the picture right click on it
and when the menu appears highlite "View with Webvision" this opens
webvision and adds the picture url to the list and shows the picture. Be
sure to save the list in webvision or you will lose any cams you add.
